
Attention Exports to Mexico
We are writing to inform you of an issue that could significantly impact your operations and contractual relationships with your clients in Mexico.
- For at least two years, the Mexican government, through the Tax Administration Service (SAT), has initiated multiple origin verifications on Peruvian companies that issue certificates of origin, which are used by Mexican importers to receive preferential tariff treatment under agreements such as the Mexico-Peru FTA and, more recently, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). These verifications have increased considerably over the last six months.
- Under these procedures, the SAT requires companies in Peru that issue the aforementioned certificate of origin to submit all information applicable to their production processes to validate compliance with the specific rules of origin provided in the Trade Agreements.
- In this regard, we have identified that complying with these procedures requires companies in Peru to face considerable administrative burdens in compiling the information required by the SAT within a short period of time. The most frequently reviewed sectors include textiles, food, beverages, electronics, cosmetics, fishing, pharmaceuticals, among others.
